La municipalité de Lyon, à majorité écologiste, veut inciter ses habitants à investir dans les panneaux solaires. Pour cela, elle a mis à leur disposition 12 toitures de bâtiments publics. Les candidats, prêts à monter et financer des projets, auront un retour sur investissement. Une sorte de “placement citoyen”.
